Rules, not special cases

Make sure you're not being overly specific in [the system, the spreadsheet or the process], and not hard-wiring things that are too particular. We should have ground rules instead. Think that over. We need to be sure we won't keep adding special cases like this in future. There must be basic rules built in at the lowest level, giving a base layer that everything else, the movable and changeable and flexible parts, rests on.
